Photo ID request was made the first step in contract submission due to previous issues with guests signing the contract, and then exiting the page before submitting their photo ID. While we will discuss this matter again in the future, this behavior is unlikely to change in the near term, as we have seen a significant increase in photo ID submission as a result of moving the request from the end of the contract submission process to the beginning. If we can agree on a better solution for placement of the photo ID request, we will note the change publicly so that users are not caught off guard.
